chairman sixto brillantes says smartmatic and comelec have finished testing over 40 thousand of the 82 thousand pcos machines that will be used in the 2013 midterm elections.

Comelec Chairman Sixto Brillantes admits they are getting dizzy by the problems that crop up in their preparations for the 2013 midterm elections.
