some 13 thousand precint count optical scan machines have been quarantined by the comelec and smartmatic for possible defects.

chairman sixto brillantes says smartmatic and comelec have finished testing over 40 thousand of the 82 thousand pcos machines that will be used in the 2013 midterm elections.
